The nightmare began when our Cuban neighbor "recommended" another Cuban, Mr. Jose Miguel Delgado to build us a precast fence to replace our old fence. They suggested we should do this without permit, which we declined. We wanted to do this properly and with a permit. We looked for a professional to give us an estimate to build the fence but with our neighbor insisting these guys will do this cheaper, we eventually agreed to get our permit as an owner-builder and pay these guys to do the fence job.
Apparently Mr. Delgado is selling his services as a business owner of Wembe Concrete located in Miami, FL, building precast fences with his uncle and another younger man. They prefer to work without a permit.
Miguel agreed to give us a copy of the drawings and wind calculations of the precast fence prepared by Milton Cubas to submit with our permit AFTER WE GAVE HIM $1000 NON-REFUNDABLE DEPOSIT. Later the Special Engineer noted the poles did not have the metal poles as described in those plans. We can see that the actual material is cheaply made and likely made by these guys in their garage. That's why they do cheap work.
Originally we were told we would have 11 week wait to begin the job. That was fine since we were waiting to get the permit from the city during that time. On June 6th, 2022 we gave $1000.00 to Miguel to hold our place on his calendar to commence the work once we got the permit.
We secured our permit on August 25, 2022. The permit would remain valid until February 21, 2023. Miguel said there had been weather delays with the other job and they would need another couple of weeks before they can start our job.
On September 8th, 2022, we paid Miguel additional moneys to secure materials for our job. From this time on, the start date kept moving further and further each week with the excuse that the previous job was not yet complete due to weather delays, that it was a big job and that they would have to finish that before coming to us. Four months later we still did not have a start date and no materials had been delivered. Now we were told that suddenly there was no concrete material available and "they did not know what happened".
By December 12, 2022 we sent by regular and certified mail a demand letter to Mr. Miguel Delgado and finally at the end of December we were told that we would celebrate New Years with the new fence. Well, that didn't happen either as the work was still further delayed because Miguel was not delivering enough material, although we had paid for that in full in September! Miguel would bring few poles and fence material to the site that he had made and his uncle and a younger helper would do the work. The construction was slow as he would only bring enough to get few sections built at a time.
If we chose to go with a professional company, we would have saved a lot of headaches and stress, our fence would have been completed by fall of 2022 promptly and we could have lived our lives in peace those 5 months we were so blatantly lied to and delayed with no guarantee that the fence would ever be completed before the permit would expire.
Finally, only the last section remained and Miguel had to come and finish the fence as one of the precast fence sections was broken when they took it off the mold and the construction was further delayed. However, when he came, he tried to finish the job in haste to get his final payment and we did not notice until later that he did not close the open holes on top of the last poles and some other sections that still needed to be finished. Of course, now that he got our money he did not come to complete his work.
Our goal is to make sure South Florida and Miami area communities and businesses are aware that Mr. Jose Miguel Delgado is NOT keeping his word and is doing very cheap, unprofessional work. He is NOT RELIABLE. We had to complete the job ourselves so, PLEASE DO NOT HIRE this person unless you plan to complete the job yourself or pay someone else to fix any mess or uncomplete work Miguel causes. He will be happy to take your money but he will NOT deliver what he promises."
