Independent contractors and freelancers have few avenues for collecting on unpaid invoices, which is why companies so often feel that they can rip them off. It is morally and ethically repugnant. I make no judgement on this particular company as I have no idea if your account is accurate; however, they do know what work you did and what they did for others, and should have at least responded to this complaint.
If you were required to work particular hours, then you were likely misclassified as an independent contractor. In that case, the state's Wage and Hour Department would absolutely love to review your case and take action.
If not, then you can either file in small claims court or hire a debt collector. It is likely not worth hiring a debt collector for $400, but if you file in Small Claim Court you can add your expenses to your claim. If you have the paperwork you say you have, I'd be very surprised if you didn't win your case.
If you work from another state or another country, it wouldn't be easy to file in Small Claims. In that case, you would simply have to let the company suffer the unintended consequences of an unanswered and unresolved claim being shared widely.
