Claimant says:
"I receive a VA Pension benefit, now the State of Pennsylvania on 10-7-2014 had issued an order a right to garnish federal benefits to USAA to freeze my checking account, along with the Attorney General of Texas requesting that USAA treat the order as if it was from the State of Texas, on 10-14-2014 the State of Pennsylvania issued me the same order. Now when I check my account with USAA online it showed that my account was put on hold on 10-15-2014, when I started to questioning USAA about the protected amount that USAA were to set aside pursuant to 31CFR Part 212 and plus it is the law, USAA then moved the hold date on my account from 10-15-2014 to 10-31-2014. Now today 11-11-2014 I talk to Steve Casper the attorney for USAA he tells me that since there is a right to garnish federal benefits 31CFR Part 212 do not apply at all and that under 42USC 666 federal can a be attached, well I have read 42 USC 666 from top to bottom and bottom to top no where did I see that the only thing that it say; from any income source. Well my VA Pension is a need-base benefit like Supplemental Security Income (SSI) and are not counted as income. I am sending attachments along in this matter. And now the hold date on my account is now 11-11-2014 they think they are going to get next month check WRONG ! I have stop direct deposit to USAA."
