Claimant says:
"On February 27, 2014, Jeff Sparr, Sparr Contracting, requested $10,960 to finish my kitchen, floors, back door and den area. Jeff Sparr did not honor his contract with us. On March 13, met with Jeff Sparr. He said he would be finished within 2 weeks. Have not seen him since. In emails/voice messages Jeff Sparr refused to provide the name of his bond company. Jeff Sparr admits that he no longer has the money that we provided to him to finish the work. Nor does he intend to complete the work. I consider this to be a matter of fraud and theft.
