Claimant says:
"I placed an order on BuyTvToday.com (Worldwide electronics) on Feb 6th 2013. I paid $2349 on Feb 7th 2013. I waited 2 weeks but never got the order filled. By then the newer model of the same TV was announced and I upgraded the order and sent a check for additional $ 1050 on March 6th 2013. I have paid a total of $3399 and have yet to receive the TV or my refund.

The person that I am dealing with is Roman Ogourtsov. He has lied to me again and again. At one time he told me that he has shipped my TV, but in reality he did not even have the TV in stock. Finally on June 19th (over four and a half months of being misled), I officially cancelled my order and asked for a refund of my money. Roman emailed me on June 19th, 2013, and said that he will give me the refund in 14 business days. It has been 19 business days and nothing yet. After getting frustrated with him for the last 5 plus months, I am filing this complaint and I know I am not the only one who has fell into his trap.

I feel that this business needs to be shut down immediately to protect unsuspecting consumers. Multiple online reviews indicate that he has done this to many other individuals. I assumption is that once he has fooled enough people, he will take down the website and we will never hear from him again.
His previous website was www. buybestdisplays.com which he closed in 2012 and probably conned thousands of people out of their money

Here are a few things that indicate that this business is not legitimate.
The ‘business hours’ are from 9A-2P (PST) Mon-Fri (20 hrs per week).
The website has a cell number and an 800 number but no matter which number you call or which option you choose, the same person (Roman) answers the phone (if he answers at all). Apparently this ‘company’ has only one employee
The website shows a map of the US indicating that there are multiple locations in various states while in reality, all calls go to the same location answered by the same person
Multiple online reviews where people have had the same experience as mine. When you place an order, Roman will email you and tell you that he has only 2 sets left but he can hold one for you if you wire the money within the next 24 hrs. The fact is that he does not have any, he uses this tactic to get your money."
