Statement of Claim
Claimant says:
"Ms. Cathy Herb who is the Case Manager for my APPEAL (19-2195) has collaborated with the Defendants for the lawsuit that I filed against them (519-cv-307) Joe Benson in his official Capacity, Ed. H. Parvin in his official capacity, Chris Spivey in his official capacity, Town of Carolina Beach Parking Office and Town of Carolina Beach. Ms. Herb has withheld documents from the Judge to make an accurate APPEAL. Ms. Herb has been in contact with the Attorney of Record in the lower courts on how to proceed without Attorney Clay Collier having an Appearance of Counsel being docketed before Attorney Collier responded to my Informal Brief, making Attorney Colliers documents, VOID. After looking over my documents carefully it was obvious what Ms. Herb was doing and that was, "AIDING and ABETTING" the Defendants in helping them to have the APPEAL dismissed (pg 2.) Ms. Herb did not "deny" that she had spoken to Joe Benson, and or the Defendants and Attorney Collier (before he filed his Attorney of Record Form in court records). The Appeal that was dismissed was not signed, stamped or appear to be the words and actions of the Judges assigned to my APPEAL, Judges, Wilkinson, Keenan, and Thacker, Circuit Judges. These are Constitutional Violations. These are Civil Rights Violations and since the Courts turn a deaf ear on Pro Se Litigants this is why this complaint against Ms. Herb is being filed on PeopleClaim.com, furthermore The United States Court of Appeals for the Fourth Circuit has a duty and responsibility to make sure that their employees are acting fairly towards all persons involved in an APPEAL, not to do just what they please.
