Claimant says:
"Estuardo Morales of R and E Construction on 12-06-2013 agreed and contracted to remove tear off, haul and dispose of my damaged modified bitumen roof and replace it with a modified bitumen roof like the one specified in the State Farm Building Replacement Cost assessment. Mr. Morales did not apply the modified bitumen roofing as specified. The materials he used were not bonded and are separating from the gravel stop. The gravel stop is improperly installed. The gravel stop is not enveloped and is separating. The electrical condulite is improrerly flashed allowing water to enter the house. The roof membrane at the gutter is hanging past the gutter allowing water to overflow onto the ground. The soil pipe and the chimney are not flashed and counterflashed. The seams are not heat welded and bonded leaving each layer of roofing loose at each seam with a ruffled edge. The material is not adhering to the gravel stop. Rotten wood was not replaced on the decking leaving a sunken area on the roof. I paid Eddie Morales $7,728.25 from my State Farm Insurance policy claim payment to install a new modified bitumen roof per our contract and he did not perform the service. He has not responded to my request to correct the roofing installation. I believe Eddie Morales was deceptive in stating that he could perform the application of a roof due to the egredious, atrocious condition that he left my roof in. I am requesting a refund of $7,728.25 so that I can apply this portion of my insurance claim payment toward the cost of a modified bitumen roof by someone capable of performing the job as soon as possible in order to stop the water damage that is now continually occuring."
