Statement of Claim
Claimant says:
"A representative of this company called me last week--I doubt it was a coincidence that a police deputy was just shot to death in our community--and asked for a 'tax-deductible donation.'

I asked what percentage of the donations went to the police. "100%. We don't use outside fund-raisers." You mean you're with the police? "No, it would be illegal for them to solicit donations." So you're a volunteer? "No." So who pays you? "Well..."

I found his responses to be well-rehearsed and highly deceptive. While he was still on the line, I checked Charity Navigator. The amount of money given to the families of fallen police officers is a tiny fraction of the company's revenue. I advised him to get a more honorable profession.

1) I consider this call to be a violation of the 'Do Not Call' registry. I am alarmed that even though the families of confused or Alzheimers-stricken people have tried to ensure that their parents are protected from scammers via the registry, bottom-feeders like this can still call with impunity.

2) If contributions to this organization are truly tax-deductible, they shouldn't be. The IRS needs to pull credentials from 'charities' that use less than a majority of funds raised for substantive programs--and I don't mean programs like advice to wear sunscreen, written on the back of donation requests.

3) Stop telling people that you don't use outside fund-raisers. You ARE outside fund-raisers."

  • I have downloaded the lengthy IRS form and cannot locate the exact information until I take it to my accountant for analysis. It would be simpler for you to simply state exactly how much money goes directly to the families of slain police officers. Since your company's representatives say that donations go towards this, it should not be a difficult question to answer.

    "1. Police Protective Fund is exempt from the National Do Not Call Registry. However, the organization does keep its own in-house list of Do Not Call requests. The request may be made by phone or online at their website - www.PoliceProtectiveFund.org The National Do Not Call Registry does not limit calls by political organizations, charities, or telephone surveyors. (https://www.donotcall.gov/faq/faqbusiness.aspx#who)

    2. Please provide your mailing address and a tax return will be mailed to you. Additionally - the tax return is posted for public viewing on the organization's website - www.PoliceProtectiveFund.org .

    3. The organization provides direct financial assistance to the families of officers killed in the line of duty in addition to many other programs. Proceed with Caution public awareness campaign reaches over 1 million drivers each year. More officers are killed on the roadways by careless citizens than by armed criminals. For over 20 years the organization has sponsored the youth program - Junior Police Academy - teaching school resource officers to be mentors for students - please view the success of this program at www.JuniorPoliceAcademy.org

  • I'd love to here more from the Police Protective Fund about where there money goes. It seems like they would want to publish how much funding they have provided to police officers if they are a truly charitable organization. It worries me that they seem more focused on the legality of their phone banking, when the claimant's real issue is the legitimacy of the organization. I also find it interesting that the first suggestion on googling Police Protective Fun comes up mostly with scam reports.
