If I read the tenant's complaint correctly, the landlord gave permission for the tenant to break the lease early and the tenant helped the landlord to get a new tenant so that there was no loss of income. The landlord's response is to now choose to stick to the letter of the contract....to his benefit. The written contract in law can be superseded by a new agreement, written or verbal.
Delaware law is very specific about how a security deposit must be handled. Since the landlord has not responded to the specifics of the claim, I'd suggest that the tenant starts by making a formal and detailed complaint to the Delaware Attorney General.

But you've posted a wrong information about what you don't know anything about. The Tenant you are referring too breaks the lease agreement he signed, and its documented on the lease he signed that no refund of deposit of $650 if you break the lease or damaged anything in the apartment when you moved out.
