Gift cards are more or less cash - but that doesn't let Walmart off the hook. You make an excellent point about the flawed ID system for scammers who spend their ill-gotten gains online.
Here's how I think Walmart's reasoning probably goes: Goods purchased online must be sent to an address - so no further ID is required.
Here's why that's faulty: scammers can either sell the cards at a discount to innocent buyers via gift card exchanges, OR use repackaging scams. Repackaging scam are two scams for the price of one, if you like - scammers cruise jobs boards like Monster and offer job-seekers a job forwarding mail. The new "employee" dutifully forwards mail as directed, and may even pay the postage themselves. By the time they realize they haven't been paid, the scammer has moved on.
Here's why none of that lets Walmart off the hook: they know scams happen using their cards, they know how, and if they didn't know all this before, they do now, because you've documented it. (Well done.)
Here is what happened between the FTC, the DOJ, and Western Union back in January:
"The FTC reached a settlement with Western Union in January 2017. The FTC and Western Union agreed to settle charges that massive fraud payments flowed through Western Union’s money transfer system for many years that the company could have prevented. According to the FTC’s lawsuit, scammers falsely told people they could win cash prizes, get a job being a “secret shopper,” get deep discounts on expensive items online, or needed to help a friend or relative in trouble. In each case, the scammers tricked people into sending money via Western Union, and people who sent their money lost it and could not get it back."
What's good enough for WU is good enough for iTunes, Walmart, etc. So I believe that Walmart owes you a whole lot more than a brush-off. Walmart's legal counsel should review your claim immediately and get ana anti-fraud system into place as quickly as possible - before more scammers get away with fraud using Walmart gift cards, and before the FTC fines them a jillion dollars.
