Statement of Claim
Claimant says:
"I'm writing this letter to make you aware of an injustice within the American school system. As an African American male, I have been unjustly singled out and vilified by the Mt. Diablo Unified School District. My (special needs) daughter attended Westwood Elementary in Concord, California and I've been stalked, discouraged from participating in school events and verbally abused – most of this at the hands of Westwood Elementrary's own current and former principals.

On top of this, being special needs, the school has made it more than difficult for my daughter to get the help and attention she needs. I was told at one point by former principal, Jenny Vargas, that my request for assistance for my daughter would be “thrown in the garbage”.

My daughter's previous teacher Jennifer Roe and the school secretary Kim Sutton have even went so far as to file a false police and Child Protective Services case against me (both of which were documented as unfounded). They did so in retaliation against me for lodging a complaint about the actions of the former principle (Mrs. Jenny Vargas).

Despite this, I still try to make an effort to volunteer my time at the school and one of my times volunteering the Physical Education teacher for some reason thought it a good idea to tell me that I looked like a “thug”.

This kind of treatment probably doesn't come as a surprise as the Mt. Diablo School District has an unfortunate history of ostracizing and singling out minorities.

To add insult to injury, while volunteering at an Equity Site Council for the school district, one of the organizers made an inappropriate comment towards me stating that “old men usually shoot blanks”, referring to the fact that I'm a senior citizen and have a young child.

As a result of all of this, in January of 2013 I had to visit the emergency room and was almost hospitalized from a spike in blood pressure stemming from these incidences; I'm sad to say even began to experience heart complications due to this increased blood pressure. I've suffered a great deal of anguish at the hands of this school district.

The Mt. Diablo Unified School District has made it abundantly clear by their actions, that neither I nor my family are welcome at their school.

I implore you, please launch a formal investigation against Mt. Diablo School District and help right the wrongs levied by their administrators and staff.

Sincerely,

Anthony D. Bibbs"
