You have done well to get your house checked for power surges and document your injuries. I see quite a number of complaints about exploding GE lightbulbs; this doesn't appear to be a one-off issue. If a lightbulb isn't suitable for a damp location like a bathroom then there should be very, very clear warnings on the packaging and the light bulb itself.
I would recommend you file complaints with The Consumer Product Safety Commission, the FTC, and any relevant state agencies. You might also want to consult with a lawyer.
