The claimant's settlement terms were rejected with the following explanation:

    "Mr. Ferretti,

    On December 12, 2014 I paid you $4000 to represent me and settle my back-tax issue, which in order to do so required you, or more specifically your representative, Josue Quinones, to prepare my 2014 tax return and represent me. Without that tax return completed you could not have done an offer and compromise (or what was supposed to be an offer and compromise) if my tax returns were not current. Your representation for me before the IRS, which as stated previously, was supposed to be an offer and compromise, ended up being just a payment arrangement and did not settle my tax situation whatsoever, in-fact it only put a band-aid on the situation. Nevertheless, in the midst of the representation, your employee quit or got terminated, whichever I don't know. Following his termination from your company, you held on to my 2014 tax return (which he had completed before he was terminated and he said it just needed to be reviewed by you). Again, this was to be included with the $4000 I paid you. Fast forward to July 22, 2015, you send me an invoice saying I owe you $2,028.05 ($1500.00 for preparation of my 2014 tax return and an additional $528.05 for additional IRS representation). Sir, you have lost your mind if you think I'm going to pay anything more than what we initially agreed upon, and what I have already paid for your services, which were not done satisfactorily. If you decide to go forward with this claim, I will have my attorney get in contact with you.
