    You absolutely DO need to file a police report over this matter. Regardless if the police department helps you or not, having the police report is very important. It protects you in this matter and will be required of you to go any further. For example, if you go to any agency for assistance in helping you with this, the first thing they're going to ask you is, "Did you file a police report?" Without it, they will not be able to help you. Or if the matter ends up in court, you will need to have the police report. What ever way you decide to pursue this matter, first things first, get that police report and have it in hand! Without it, the matter won't be resolved.

      Alibaba's Lost Iphones – You need to file a report with your Attorney General's office! Immediately and also with the US Consumer Dept. Was the product being shipped by UPS or regular mail? If it's with UPS, they have official tracking numbers so they can help. If Alibaba told you it was UPS then by all means contact UPS to verify this. If UPS tells you there isn't any info on your product shipment then you got their first lie! Second, call and find out specifically how and whom it was shipped by and if they can forward you the shipping details on paper, that would be very helpful in your resolving your issue.
