    Claimant says:I placed a deposit of $850.00 for an apartment to be ready NOV.15. I have since changed my mind for various reasons. I did NOT sign a agreement that it was nonrefundable. The apartment is not ready to rent because of cleanup, repairs,painting, carpet cleaning. I have called the manager, left messages to discuss this with No replies.
