Claimant says: "Apex Plumbing was operating pursuant to a permit with Denver Wastewater in the 1100 block of the alley between Madison Street and Monroe Street on April 20 2012. Their Road Closed sign was permitted to be in the ally only to close off the all access. It was not permitted to ber in the street right-of-way. It was protruding into the right-of- way of 12th Avenue on the north end of the alley and fell against my wife's vehical which was in the street right-of-way on 12th Avenue, damaging the vehical.
