I. Case description:
The Complainants, the non-profit ELPAS-USA, Inc Foundation, with status 501c3, and his representative Friedrich W. Siegel, from the year 2011 onwards have submitted to all Defendants (1-4) a modern alternative to the existing public financial system, called: "Dual Sectoral electronic Financial System with electronic Quantitative Easing, DSEF-eQE. The author of the project (the Complainants) explained this new Financial Overview in hard copy and electronic format (DVD) on several occasions, always emphasizing the enormous potential and the socio-economic scope of this alternative, whose benefits can be summarized as follows:
a) Remove the fiscal and budget deficit (see: DSEF-eQE system);
b) Does not generate inorganic electronic money, which allows an effective control over monetary inflation;
c) Promotes replacement system "public debt" by a system of "social investment" with systematic control and transparency;
d) Allows finance spending on education, health and welfare programs by an "electronic social investment", e-funds, backed by tax revenues and the Labor Law (see: fundamental constitutional rights, guaranteed funding of ObamaCare!
e) Controls and make transparent the use and allocation of public money (Zero corruption and Zero illicit financial affairs);
f) Increases Security effective civil society and the Nation, among other benefits to point at the time.
To all these approaches the Defendants kept a tight administrative silence, nor authorized a formal meeting for the past four (4) years (2011 to 2015). During this time the Complainant spoke several times with attendees, advisers and secretaries of Defendants (1 to 4), stressing the importance of the DSEF-eQE system to solve the financial crisis that affect healthy and balanced development of the local county and also the entire nation. However, there was no response from Defendants, leaving presumed that not only were negligent by omission the project, but also an alleged sabotage and/ or a political conspiracy against the project and its mastermind (the Complainant). As proof of the above referred the Complainant filed the Annexes 1 to 6.
As previously noted, and in consideration of the enormous benefits and advantages that a project of this nature proposes to millions of taxpayers and voters in Miami-Dade County and the city of Hialeah, respectively, the Complainant requests to this Honorable Commission on Ethics Florida a thorough research on these political crime, which continue to cause economic losses and unquantifiable moral damages to the community of Miami-Dade County and the City of Hialeah.
All these sacrifices and damage caused by increased tax contributions, cutting spending on education, health and social assistance programs (food Ticket, etc.) were not necessary when the Defendants approve the implementation of a financial system as SIFESD-FCe or similar (see DVD presentation, annex). The Defendants, for neglecting to this alternative financial and fiscal system have knowingly violated the fundamental democratic rights of the complainant and his representative, referred to the Constitution of the State of Florida.
By negligence to comprehensive project proposals ELPAS, the Defendants have also committed the offense of "complicity" because the sacrifices of civil society were not necessary. It is for the first time in American history that a foreign resident (the Complainant) submits to the public administration the country an ideal, perfect, and definitive solution to resolve the most serious socio-economic and financial problems facing American society right now, but with the added difficulty of not to be taken in account by the relevant local government authorities. The certainty that this project ELPAS definitely end with the severe financial crisis of the country and strengthens the techno-political irreversible trends, further increases the severity of the case. Note that this claim was filed also in the Civil Court of Miami-Dade County and the Federal Court of Miami. Result: Request denied. It was also submitted to the Ethics Committee of the National Congress and other national and international instances, even unanswered.
Moreover, this plan-project is currently under evaluation and determination of the Ministries of Finance and Economy of the countries Chile, Brazil, Mexico, Ecuador, Colombia, Costa Rica, Spain and the Union of South American Nations (UNASUR). Also was sent to the embassies of Brazil, Russia, India, China and South Africa (BRICS) in Washington DC, to present it to the respective governments.
II. Petition:
In consequence of the above mentioned the Complainants request to this honorable Ethics Commission of the State of Florida the following:
A) Open a thorough investigation on the grounds of negligence to the
mentioned financial project and the alleged sabotage and/or conspiracy against the complainant and his representative.
B) Report to the Complainant on the outcome of the investigation and the
decisions taken.
